Hung Kiat,

Essay question:

Citizenship provides people with an identity. It satisfies their need for recognition
and belonging. In so doing, citizenship provides people with boundaries for
membership, and includes certain rights and responsibilities. What does
citizenship mean today, and has it changed in relation to understandings of
belonging and membership?

The brief meaning of ‘citizenship’ is drawing a boundary among nations and nationality. Citizen often looks upon positions due to their legal standing, mutual background and status. Historically, for a wide reason, the electors tend to be heterogeneity. A politician stated that

“Citizenship is a powerful instrument of social closure.” (Rogers Brubaker, 1992)

Actually, immigration act as a vital knackof nation building block and also an ability to affect population structure. The Germany governmentconsiders to renew the law of citizenship in order to acquire citizenship easily but this had led to much of their population had migrated out of the country as opposition and also leapt to a public concern that a 14 years old teen found in conviction to gain deport.

A psychological content is a factor affecting a pure citizenship. The sense of ‘belonging’ is strongly affected within members of citizenship and somehow they may feel unkind toward it. Gallie (1955-1956) disputed that the system of citizenship is obviously a vital controversial. He argued about how citizenship is being giving an instance and how it fit into experimental or theoretical issues. In 1960s, citizenship was not that important as personhood, personhood is a major concern and a discourse which revealed it was quite unfairto their attentions (Richard Rorty, 1980). However, there is a significant meaning struggling in terms of ‘citizenship’ yet it just a noun of practices.

From the Act of Canadian Multiculturalism, their government policies admit and facilitate the issues of multiculturalism reflects cultivation and multi-races; release freedom to all Canadian population to retain it, the significant purpose is to raise and enjoy cultural relic. This idea was enhanced by many school organizations and most of the students are financially funded by their institutions. A dispute began at this point, a Negro student applied for membership in the country, but he seemed to be racial discriminated in campus by a staff member. The problem arose that why a Negro’s pure skin colour had to be in Black Student’s Federation instead of justifying his belonging.

In Australia, there is an entitlement for Arabian to possess a membership or belonging. A recent concern showed the importance of immigration, settlement, marginalization and living in Australia to those who are keenly interested. In a certain circumstances, the government are granting newcomers a great opportunity to migrate, so there is not a problem whether migrants have pays a visit to either citizenship or belonging, migrants who permanently intend to stay in Australia will granted for an Australian citizenship. The indeed meaning is ‘belonging’ is nothing to do with ‘citizenship’ as entitlement; citizenship is about dignity.  Thus, the accountability does not gain an entitlement but a treatment of glory.

As time creeps, globalization led some individuals grasping opportunities to stay abroad or having more than one abode at different countries. Those individuals always tend to have a feeling of nostalgia to their houses and hence developed complexion within their identities due to interweaving. For an instance, Singapore is a country where perceptions of cosmopolitism and immigration change an individual’s belonging and citizenship to Singaporean. The notion of citizenship tend to be arguable and changeable, its reason partially arose from the contestation of ‘citizenship’ and ‘nationality’. Castles and Davidson (2000) draw a conclusion that citizens considered as membership of national community ‘exchanging’ general cultural belonging.

Tragically, world trade centre was destructed and globally news had focused on Muslims, in 2005, train bombarded in London and the rioters in Paris had happened respectively in November and December. Werbner (2004, pp.897) claimed an aftermath caused Muslims in the western counties are severally named as “an alienated, problematic minority”; they were be said as not conducive to western people and also claimed that they are essential elements of belittling civilizations (Abu el-Haj, 2002, p. 309). Thus, the biggest issue is animosity had destroyed a sense of identity and belonging among young people and eventually affected their bright future.

In the topic of ‘unauthorised arrivals’, Australia is a famous country of highly incoming immigrants as it encircle by a huge numbers of labours; many of them had never go through ‘membership’ process in embassy. In a couple years ago, there was a big ship sinking incident happened around Australia, 400 people were rescued and were asked permission to be survive in the nearest country – Australia. However, Australia’s government denied this permission as these people were refugees and they might cause troubles in ‘belonging’ application if they were sent into the country. Hence, there is a new law set for Australians which is for those who enter Australia without prior admission, they are escorted.

Besides than Australia, there is an illogical ‘automatic-transfer’ of citizenship to people who gives birth to their children in United States, despite its violating the law, but the country still hold them down. In fact according to law, Professors Peter Schuck and Rogers Smith (1985) debated that posterity who born out this way has no rights to gain the primogeniture citizenship. Both of them figured out two theories about citizenship; first is about vesting principles that uphold birthright norm while the second one based on both sides agreement from the future citizen and community which ‘where’ that person eager to become membership. So that the ‘citizen-child’ will not arose the public issues.

But in Europe, the assumption of citizenship is not automatic as in United States. If the immigrants and the child born in their motherland, then they still have to fight through naturalization procedures. Generally, it supposed to be waits for citizenship application in the motherland; different countries have different awaiting periods. In some circumstances, immigrants have to meet a certain criteria such as no criminality, superior language knowledge and also assimilation (Brubaker & Niessen 1989, Rham 1990). Under 1990 Germany foreigner’s law, it will automatically entitle a citizenship to immigrant children whose ages between 16 and 23 if they had lived in Germany for up to 8 years.

Clearly, citizenship plays an important role in developing both political and economical domestic labor in global society. Many citizenship theorists and feminists who revolving in work scholar, they merely pay a tiny attention in this boundary; in spite of this knowledge of citizenship is an official public status, but it usually neglected by them. In conclusion, we have to understand that indeed many domestic labors are not the ‘real’ citizens; they are informally recognized in the country, it is time to wake up public concern about this issue in order to deliver a brighter generation into this global society.
